Accompanying declarations
For all information, consult the Consular Guide of the Ministry of Foreign Affairs and International Cooperation.
In the event that a minor of fourteen travels outside the country of residence unaccompanied by his parents or guardians, it is necessary to present at the Consulate (or at the Police Headquarters if in Italy) a declaration of accompaniment signed by both parents or by the guardians (art. 14, paragraph 2 of Law no. 1185 of 21 November 1967).
How to make the accompanying declaration
The request for accompaniment must be signed by both parents and preferably presented by at least one of them in the Consular Office requesting an appointment in consolare.ambnewdelhi@esteri.it, attaching a copy of the identity document of the parent who may not be present.
The signed declaration can also be forwarded electronically (to the aforementioned email address) taking care in this case to attach photocopies of the identity documents of both parents, carers and the document with which the minor travels. However, it will be necessary to appear in person for the withdrawal of the consular certificate or the printing on the passport of the minor of the mention showing the data of the person or institution to whom the minor is entrusted (on a date that will be appropriately communicated).
Only in the case of a parent who is not a citizen of a country belonging to the European Union, his presence at the Consular Office is essential for the authentication of the signature.
The accompanying declaration may relate to a single journey (to be understood as one way or round trip) from the country of residence of the minor with a specific destination and may not, as a rule, exceed the maximum period of six months.
Holders of parental responsibility may indicate up to a maximum of two accompanying persons (alternative to each other). In the event that the child is entrusted to an airline, The certificate is issued on the basis of the declaration made by the parents. It is suggested – before buying the ticket of the transport company – to verify that the carrier accepts that the minor is entrusted to him.
